correct to charge it to Railway Loan Account the more so that it includes the purchase of an area considerably in excess of the requirements of the Manager'a house which it is premised that the Government can sell at auction for the erection of other buildings. I may add that the instructions to Messrs Winslow and Toker "to go into the question of purchasing outright a suitable house in Kowloon" (See para.7) were not given by me or with my concurrence. H.E. the 0.A.G. does not state whether the proposals made in his despatch were laid before the Executive Council and concurred in by them. I have however in deference to his view modified the proposals I made in my despatch to you of 26.4,12.

With reference to para 12. The cost of the lots in question (N. of Salisbury Road) have been defrayed out of current revenue, and not out of Loan Account; if therefore they remain to the Colonial Government and are not exchanged for the new sites, the increase in value which is anticipate should justly accrue to Revenue and will be a set-off against the cost which falls on Revenue of providing the station buildings and rolling stock, etc. to which reference has been made, and of making good the deficiency in Revenue which H.Ej the 0.A.G. anticipates from the uncertainty attaching to the receipts from opium.
